تواجه الشركات السويسرية التزامات ZertES SR 943.03 في المشتريات والمصارف والمحاكم. تعرف على ما يُعدّ مؤهلاً، ومن يجب أن يمتثل، وكيفية ختم المستندات.
في مطلع عام 2024، قدّمت شركة ائتمانية (Treuhand) زيورخية عرضاً لمشروع بنية تحتية عامة تجاوزت قيمته عتبة المشتريات الفيدرالية البالغة 230,000 فرنك سويسري. اعتمد العرض الفائز على سلسلة من الإقرارات الموقّعة، جميعها منتجة بصيغة PDF عادية دون أختام مؤهلة. حين طعن منافس في سلامة الوثائق بعد ستة أشهر، طلب مكتب المشتريات الكانتوني دليلاً تشفيرياً على أن الإقرارات لم تُعدَّل بعد تقديمها. لم يكن لدى الشركة أي دليل. أطلق الطعن عملية إعادة تقييم كلّفت الشركة العقد و180,000 فرنك سويسري في رسوم إدارية وقانونية. وفق ZertES SR 943.03، كان ختم مؤهل من مزوّد معتمد من BAKOM كفيلاً بإغلاق هذا الباب فوراً.
هذا بالضبط ما يمنعه الامتثال لـ ZertES. بالنسبة للشركات السويسرية في قطاعات المشتريات العامة والخدمات المالية والرعاية الصحية والأنشطة المرتبطة بالنزاعات، لم يعد هذا الإطار مجرد إجراء شكلي قانوني. إنه الحد الأدنى للسجلات القابلة للدفاع عنها قانونياً.
